Help & Support won't run

Computer is running Windows XP SP2. When you go to start, and select
Help and Support nothing happens. It looks like the computer thinks for
a second but doesn't do anything. The same happens if you select help &
support from windows explorer.

If you browse to c:\windows\pchealth\helpctr\binaries and double-click
on the helpctr.exe it does the same thing, nothing.

Checking services Help & Support is set to automatic and is running. I
tried stopping the service, then tried using help and support. The
service will start but help and support doesn't.

Any thoughts?
