initilize Active X controls that might be unsafe

The workstation was upgraded from Windows 98 to Windows XP and now the following message appears when loading a VB program with an ocx control and will not load the program.

This application is about to initialize Active X controls that might be
unsafe. If you trust the source of this file, select OK and the controls
will be initialized using your current workspace setup

I tried tweaking the IE security setting but that hasn't helped. I'm thinking I may need to tweak a registry setting but I'm not sure which setting. Any help is appreciated.

The KB article on opening Office 2003 documents solved the problem. Although, Office 2003 isn't running on the workstation the workstation must have common files (MDAC perhaps?) installed.
 
Not sure what you did to fix the problem.
Sometimes, even though the KB title refers to one item, the fix(es) offered
fix a problem related to something else.
 
Every time i click on anything, this pop up appears time and time again---do
you want to run activex or plug and play how do i make it stop

Sounds like you have the Eolas update.

This should happen only on websites that have not adjusted their code to
avoid this issue. Complain to them.
