initialize fax modem on windows 2000

I have modem usb, i receive first time ok, at reinitialize fax modem by fax server, this take configuration modem, second fax don't recieve. i need wait 7 seconds before reinitialize fax modem, how to do?
 
My thought is modem sucks, what kind of modem is this?

Hi Carlos,
Please advise as to your modem type and if it appears as a supported modem
on the HCL.
