What does your virus scanner say?
Don't have one try an online scan here:
http://virusall.com/downscan.html

If no help this free program will clean the index.dat folder
http://www.ccleaner.com/
But it will NOT clean out the virus.

It seems odd that a Trojan\virus will go to this folder it it used I believe
for autocomplete why do you believe you have a virus and how do you know it
is in this folder?

Here is a link for a free trial (30 days) for NOD32 anti-virus.
http://nod32.com/download/trial.htm

My norton antivirus said it contained a virus called "bloodhound.file.string"
and that is supposed to be the virus in it.

Before you try to delete the index.dat folder boot your system in "safe mode"
and rerun Norton it should be able to remove the virus from here.
An Anti-virus program cannot remove an infection if the file being removed
is in use by the system which index.dat is.
While in safe mode this folder should not be in use so long as you choose
safe mode and NOT "safe mode with networking" or wording to that affect.
Good Luck

Do you mean, how do I log into safe mode? Restart the computer and as
the BIOS screen disappears tap the F8 key repeatedly until you get the
Windows advanced options screen. Choose safe mode.
