index.dat removal

I have a file index.dat in my cookies that I cannot remove. It has
bloodhound.file.string in the file that is a virus. It is attached to other
programs and I want to remove it. I have no idea how it got there help me
remove it.

I did all those and the file is still in my cookie folder.

Boot into Safe Mode and delete the cookie file.
