help on removing index.dat file in windows xp

When I use Norton Clean Sweep I cannot remove all the
history files. Norton says that with windows xp only
Microsoft knows how to remove the index.dat file in
windows xp. I need assistance in removing the Index.dat
file.

Get a decent clean up program. Norton isn't one of them.

Index.dat should not be removed. If you remove it, XP will just create another
one to index the temporary files/cookies. Leave it be!

Index dat files should be removed for maximum security and privacy.
In case you are not aware - the index.dat files store information
about the web sites you visited. XP will create another upon
re-boot, but it will be a clean index dat file rather than one
containing private information. That's why they need to be removed
every so often.
