incredifind troubles big time

i am helping my sis with her pc since we both have xp. she has trouble logging on to her isp (dial up). it is somehow linked to incredifind. i have deleted all cookies. we are unable to remove it via add/remove programs as it tells her to contact the administrator. she is . there is an error messege. when dialing the isp, upon connection attempt, there is a black (dos?) box running code. no connection happens

i suspected a virus but she is having trouble with the sysmantec as well. she renewed her protection in december but i do not know if it took. she has the typical norton, subscriber issues as i have had and probably countless others.

she ran a full scan yesterday. i deleted all cookies today. we cannot remove incredifind due to administrator troubles. the norton cannot update without the isp connection so i cannot scan with the current protection. um, where do i go now?
