Unfortunately, Outlook seems to have an incorrect number next to it's unread
mail count. If I click on it, there is always one more unread mail items than
what the count states.

How can I fix this?

I was also getting the same "one too many" value in Search Folders --> Unread
Mail.

I think I may have fixed it by right-clicking the Unread Mail search folder,
selecting Properties, and toggling the radio button from "Show number of
unread items" to "Show total number of items" and then finally back to "Show
number of unread items" .
You can give it a try and see if it helps!
