Inactive Icons Disappearing

Got a problem with a Win XP Pro install on a Tosh Tecra Notebook. It is a
clean install, and the hide inactive icons function does not work.

If I mark all icons as always hidden, the blue arrow in the circle appears,
and the icons are hidden. However, if they are marked as hide when inactive,
the blue circle does not appear.

I have looked on other forums and tried all the resetting icons, unticking
etc, and rebooting and inserting again, but to no avail.

Any ideas?

Just to add that XP's idea of 'inactive' and =my= idea of inactive
disagree by several mega-parsecs. Also icons tend to 'forget' what they
were customised as after a few reboots (or maybe the same icon isn't the
same as far as XP is concerned, for some reason). Basically the whole
thing is poorly thought out, and worse implemented. 8<,
