Inactive icon taskbar

Hi everybody..sometimes when my computer turns on the
inactive icons hidden ability disappears. I check the
settings and that is turned on but the little arrow never
shows up to hide my icons. Does anyone else have this
problem?

"Icons - Notification Area - Chevron Missing"
