Inabili ty to log on to secure sites

When I attempt to log on to a secure site (for example,
paying For a book at Amazon), Iam greeted with the error
message "This page cannot be displayed"
 
You may have SSL or TLS disabled in IE. Goto advanced properties and enable
security options. This should hopefully allow you access to secure sites.
