Importing email files from Win Explorer into Outlook Inbox

I work on the North Slope. My predecessor copied emails out of the Inbox
into a subdirectory, then deleted the Inbox version.

Since it's impossible to search these files by anything other than subject
line, I'd like to bring them back into Outlook and make a .pst file for
archive. When I try to drag them in, not only do I get an error "Can't copy
item", but now the files won't open at all.

Strangely, I can insert the file into a new mail message as an attachment,
and it will open out of the sent email. Otherwise trying to just
double-click open, the error is: "The messaging interface has returned an
unknown
error. If the problem persists, restart Outlook." Restarting Outlook makes
no difference.

2.. Where is this "subdirectory?"
3. Deleted from Outlook completely or only inbox?
