Import copied emails from Win Explorer back into Outlook Inbox

I work on the North Slope. My predecessor copied emails out of the Inbox
into a subdirectory, then deleted the Inbox version.

Since it's impossible to search these files by anything other than subject
line, I'd like to bring them back into Outlook and make a .pst file for
archive. When I try to drag them in, not only do I get an error "Can't copy
item", but now the files won't open at all.

Strangely, I can insert the file into a new mail message as an attachment,
and it will open out of the sent email. Otherwise trying to just
double-click, the error is: "The messaging interface has returned an unknown
error. If the problem persists, restart Outlook." Restarting Outlook makes
no difference.

You'd have better luck posting this in an Outlook Newsgroup...
