IIS problems in WinXP Pro

I have IIS installed so that I can create and edit FrontPage Webs locally.
However, with IIS running I can not access folder properties, security, or
customization settings (i.e. the tabbed window that come up when right
clicking on a directory).

I realize one workaround is to make the service manual and start it up when
editing FrontPage webs, but this is not a viable option because I use
FrontPage in a non-administrative account. So this work around would mean
logging off as user, loggin in as admin, starting services, logging off as
admin, loggin in as user, doing work on FP web, logging off, logging on as
admin, stopping services, logging off as admin, then back as user.

I realize anothe workaround would be to enable the service and only disable
it when making changes to directories... but I am so anal about my folders
that I am constantly accessing the properties window so it would be just as
annoying as the above.

Ugh! Is there a fix anyone can point me to? Any chance MS is working on
this? [It must be a known issue as I was pointed toward this in the
WinXP.General group.]

Note that I am referring to my local directories in Windows XP (via Windows
Explorer/My Computer). I'm not referring to web directories in the
FrontPage Explorer view. This happens all the time when IIS is running,
regardless of if FP is running.
