Yes.

No. As a matter of fact, if you were to do both (not necessary),
you'd have to do SP1 *before* SP2.

Dont' want to disagree witha MVP but FYI I asked the same question of
Microsoft and here is the answer:

"you for taking the time to reply. Please take easy that our understanding
on this question is quite the same. After reformatting the computer with XP
CD, we can use SP2 CD to install SP2 which contains all the updates and
hotfixes released before SP2.

SP2, there is no need to be concerned about SP1.

SP 2 is complete and comprehensive with everything up to the day it was
finalised, including all of SP1 that has not been superseded
