iexplore.exe Locks at 50% CPU

I have a problem where iexplore.exe locks at 50% CPU
utilization and the system.exe process locks at 50% as
well. It is not always system.exe but most of the time
this is the case. Any help would be greatly appreciated.

Do you mean the usage display locks at 50% or that the machine locks?
If the former, what problems happen when you see that?
