Hi,
This DLL belong to Microsoft Office (Mso.dll) what version you have
installed and did you run the update recently for Office Suite?.
Try this:
Click Start >> Control panel >> Add/Remove Programs and locate your Office
and click on Remove, you will be represented with three options one for
Repair, Remove, Cancel.
Select Repair and then Reboot your machine and see if you will get the Error.
This error can be caused if you are opening Outlook and the Updates for
Office been installed and the outlook looking for this file and the file
missing or corrupted.
If the repair of Office didn't help then try this Command:
Open the Run Command and type in: sfc /scannow click [OK] and wait for it
to finish.

Running ie 6.0, XP sp2, Office xp sp3
Tried your suggestion still receiving same error
