IE7 No tools and will not download

I have a number of problems with Internet Explorer 7. When I right
click on
Internet Explorer and try to open Internet Properties nothing
happens. There
is no toolbar at the top when I open Internet Explorer. When I try to
download files from the internet, nothing happens. For example, when
I try
to download Adobe Reader 8, I click on the icon that says "Download"
and
nothing happens, no error message, no download, nothing. I am at
wit's end
here and cannot find anything to help. Since I cannot get into
Internet
Properties, I cannot get into the tools, the cache or anything else to
fix
the problem. I tried to fix this by expanding the intetcpl.cpl file as
directed in an earlier post and this did not seem to help. Any other
suggestions?

Above is the link to download IE7.
You can remove your corrupted install of it, (after downloading the above),
at Control Panel>add and Remove Programs.

Try hitting F11; you may have accidently put IE7 in Full Page Mode.

If nothing works, download and save it on a friends(or library) computer,
then reinstall it from Flash Drive.
