How to unistall and then re-install IE7

I updated to IE8, then did a restore to a prior date, since I didn't like it.
After doing so, something happen. All my tool bars are missing, except the
bar for the web assistant and the site address window. Right clicking
doesn't open anything, and I don't see anything being hidden. In addition, I
noticed, on the very top ( in the blue bar on the top, it doesn't show my
internet location. I ran a complete scan of my system for any virus and
malware. nothing came up.

Actions I've taken:
-Looked to uninstall IE8- it wasn't listed. It shows only IE7 in the add
-remove area.
-uninstalled Sp3, hoping that would activate seeing ie8 or something.
nothing improved.
-I tried to use the "fix it" icon, but when I click on it, nothing happens

How do I unistall ie7, then reinstall it, without having access to the
internet, since I won't have a browser to use?

System Restore will remove IE8.

Uninstall IE 7 will revert back to IE 6.

However, you need to make sure that you uninstall the SP3 correctly.
If IE 7 was installed before SP3, SP3 must be uninstalled before
uninstalling IE 7.

In order to fix you Internet "browsing" access, on a different PC,
download a Firefox and then save it onto a USB flash drive. Then,
install Firefox on your PC from the flash drive.

Also, download the IE 7 and IE 8 while on the other PC.

As I already removed the SP3, I'm not sure if it was downloaded prior to IE7,
so I could be in trouble here.

I'll have to take my chances. I do plan on copying the Firefox and IE7 to a
flash drive. Then I will uninstalling (the corrupted IE7) IE7 from the
"add/remove program" icon.
At that point I will reload the IE7 off the flash drive to see if that
works. If it doesn't, I will remove it, and load Firefox.

Does this sound correct?

You need to remember if IE 7 was installed before SP3 was installed.
If not, you will get more problems than only a re-install "may" fix.

One "possible" hint to know if IE 7 was installed before SP3, IE 7
could not be uninstalled if SP3 was installed after.
