IE6SP1 very slow

[SAAM]

Using IESP1 ,Windows XPSP1 and a dial-up modem to
connect. Once connection is established, IE (and any
other programs using it, such as McAfee Security Center
and even the Task Manager)takes some 5-7 minutes to load.
It then only works for some 6-7 minutes or 1-1.5MB
download and then starts to show "page cannot be
displayed".

All updates for IE6 have been installed.

Please help.
