IE6 won't connect but Opera will! Why?

Cannot connect to internet wiht IE6 & SP2:
XP Pro & SP2 update
DSL Broadband connection

New computer, was working until sometime after sp2. Opera works fine, but
my bank and other sites won't let me use it to download even though it should
be 128bit security and emulates IE6.

Any help without reinstalling WinXP?

Tried already : 1. Winsock fix (LSP, Lava)
2. Regedit change ISinstalled =0 and run iesetup.exe
which gives message "newer IE alraedy installed"
3. 2 hours to Dell service (Bangalor express) and
Verizon service (at least I could understand him
when he said nothing useful)

Thanx Don- It was my Norton Firewall. Unsure how it was set to "Block All"
for IE6, but it was. Great reference article
