IE6 Favorites Shortcut Key not working

I have IE6, and on a Favorites, I entered in a Shortcut
Key so that I could load the page just by hitting the
shortcut combination.

Tested it after setting it up , works fine.

After the system reboots, though, the shortcut key is not
working, even though when the Properties of the Favorite
is viewed, the correct shortcut key is there.

If I change it to yet another combination, it works
again...until rebooting.

How do I get this to hold?

FYI, running IE6 under Win 2K with all critical updates to
OS and IE6.
