IE6.0 SP1 will not load secured sites

[Please Help]

Furthermore, MSN cannot be accessed.
Also, Windows Update cannot be accessed.

Since there is something wrong with the securities
settings but it is on normal right now (i tried setting
it to low but it still would not work)
