IE won't let me choose where to save anymore!

i don't know why, but maybe within the past 2 weeks, i have not been able to
choose where i download files. i click on a link to download, then the
"file download" window pops up and closes quickly. then a new window opens
with the file i wanted to download. the file is usually in some random
folder in the "Content.IE" folder. any ideas?
