IE won't connect to cable modem

At boot time, I get a ‘RUNDLL’ error-message box, indicating a problem with a
file named: ‘newdot~2.dll’. Coincident with the appearance of this error at
boot time, I am unable to run Internet Explorer successfully. My cable modem
checks out OK (Adelphia ran all the tests that they could – they verify the
function of the modem, and the connection to my network card). My network
card seems to be OK. The driver for the network card seems to be OK. Yet,
something in Windows is short-circuiting Internet Explorer. Other apps are
working fine, except for Money 2003, which will not load.

A virus check reveals no virus activity. Running Symantec’s Win Doctor did
not correct the problem. ReInstalling the network card driver had no effect.
System Restore was unable to restore to any point previous to this error
condition occurring.

How can I determine absolutely whether this is a hardware problem with my
Ethernet card, or a software problem in Windows?

Newnet/newdotnet has probably damaged your winsock files.

First, download a winsock repair tool.
LSPFix- all versions of Windows http://www.cexx.org/lspfix.zip
I would use this first with Win9x

Winsock2 Fix- Win98, ME
http://www.bu.edu/pcsc/internetaccess/winsock2fix.html

Recommended for XP:
WinsockXP Fix- WinXP http://www.spychecker.com/program/winsockxpfix.html
Also, with instructions, at http://www.iup.edu/house/resnet/winfix.shtm

You can try the appropriate winsock repair tool before removing newnet. That
might get you online. You will probably have to use it after removing
newnet.

Try removing newnet from add/remove programs. Excellent information at

Or, Ad-aware SE http://www.lavasoft.de/software/adaware/ should be able to
remove newdotnet, as well as whatever other malware might be lurking on the
machine.

I could have explained that part better. The "newdot~2.dll" in the error
message points to the NewDotNet
foistware/parasite/adware/scumware/hijacker/malware.
