IE won't brows after installing XP SP2

I'm having problem with my IE. After installing the SP2 the IE won't brows.
The window will pop-up and afetr 3secs it closes. i think its the pop-up
settings but how do i change the settings if i can't access the IE window?

Go to the control panel, Internet Options, then privacy tab and uncheck the
block popups checkbox.
