Internet Explorer Boink sound

Okay I have a user who when he uses/brows's the web, regardless of which site
he goes to will get a boink sound, Everything is up to date I checked sounds
in the control panel and have turned off everyhtin in the IE setting/start up
related to this...I cant even find a wav file with the same boink sound it
makes within Windows.

do is to say "Oh computer, give me a 'boink' please, pretty please." After
