IE Stops Responding While Page Completely Loads

I am sure that this just started happening recently. What I want to know is
if this was an intentional change in the way IE works.

In the last 2 weeks or so, whenever I navigate to a new page, IE totally
stops responding until the page is 100% loaded (images and all). I am sure
this did not work this way previously.

Was there a recent change in IE that makes this the default behavior? I
have checked for adware, spyware, and viruses and have found none.

Any ideas?
