IE Send Page by E-mail

Within the last month, I can no longer use this option in IE. I am
running WinXP SP2 with all the latest patche and Outlook 2003.

In IE, when I go to File>Send>Page by E-mail, I get the following
error:

The current document type can not be sent as mail. Would you like to
send a shortcut instead?

I have searched Google, I have searched Microsoft, and searched again.
Nothing works.

It is not the Level1Remove - Key does not exist.

I have check the URL Mail-to Protocol and it is fine

I have tried to reinstall IE6 but can't despite trying all the
workarounds that I could find.

Can someone help me please?

Does anyone know how to turn it off or remove it? I use this feature
on a daily basis as part of my job duties, the pages that I use it for
are on the company intranet, and having to copy and paste into Outlook
is annoying as hell.
