Each time IE is started or a link is clicked an IEXPLORER
process is started which will not shutdown when the
brwoser windiow (instance) is closed. When windows is
shutdown each of the IE processes must be shutdown
manually.

Check that you don't have any unwanted IE plugins (typically spyware or
hijacker).
