IE on Win XP - Failed to Parse Toolbar...

When opening Internet Explorer on a Windows XP Pro box, we
see the following error: "Failed to parse toolbar
definition file" If you click past it, IE opens just
fine. Has anyone seen this one before? Know of a fix?
 
It's be due to a toolbar program which you may have added.

Using ToolbarCop to remove the unwanted Toolband, Toolbar Icons and BHO:
