IE Not working, other browsers work

Recently I moved to a new house and got a new cable
internet provider. The cable wasn't working for a few days
until I tried using another network card. After installing
the new one, the internet worked, but internet explorer
didn't. Up until this point, IE has been fully functional.
I can access the internet with other browsers (I'm typing
this from Mozilla) but when I try IE it gets stuck on
"Redirecting to site [home page]" or "Opening [page]". The
same effect is true for MSN messenger and when installers
try to download neccesary information, although other
messengers are working. I have tried reinstalling and my
system well reaches the minimum requirements.
