IE not starting

I have a windows XP computer and out of the blue Ineternet
Explorer
stopped working. I click the icon on the desk top, the hour
glass
starts, and then goes away, and nothing happens. I try a
right-click-open home page, and that does the same
thing...nothing.
I've tried to download IE and reinstall it, everything
seemed to go as
planned, but still nothing happens. Then I reinstalled it
from the Windows CD. Still nothing. I have no idea what to
even look
for at this point. Netscape works fine (I'm using it right
now).
There's no new hardware are major software installed
recently, I've
looked for viruses and adware/spyware and found none. If
re-installing
IE does not make it work, what else could I try?

Does it help if you set a blank homepage (from Ctrl Panel> Internet
Options?)

How about (from Ctrl Panel> Internet Options> Advanced) uncheck "Enable
third party browser extensions?"

Which programs have you run to scan for adware, spyware, parasites?
