IE not starting

I have a windows XP computer and out of the blue Ineternet Explorer
stopped working. I click the icon on the desk top, the hour glass
starts, and then goes away, and nothing happens. I try a
right-click-open home page, and that does the same thing...nothing.
I've tried to download IE and reinstall it, everything seemed to go as
planned, but still nothing happens. I have no idea what to even look
for at this point. Netscape works fine (I'm using it right now).
There's no new hardware are major software installed recently, I've
looked for viruses and adware/spyware and found none. If re-installing
IE does not make it work, what else could I try? Windows/File Explorer
works fine, as far as I know everything else works fine. I religiously
use a virus scanner/autoprotect, Spyware Blaster, and Adaware. How can
this happen?

Check out MSKB 318378 and then reinstall. The info applies to windows
9x/Me too.

The advantage to doing this on win XP, is that one gets the 'repair
internet explorer' option back when trying to uninstall IE via
add/remove programs.
