IE not opening when clicking external links

I reverted from IE 7 back to IE 6. Now doing anything that used to open the
browser window fails to do so. Clicking something in Yahoo Messenger or
another program that should open a browser window just seems to be ignored.
This works on my other computers but not on this one I reverted back on.
Anyone have any idea how to fix it?

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to URL:HyperText Transfer Protocol (NOT URL:Internet Shortcut)
and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.

"Application used to perform this action" should read:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome
(Check the path to iexplore.exe to make sure that is correct and use the
double quotes.)

DDE should be checked and in the boxes below it you should have:

#1:
"%1",,-1,0,,,,
#2
IExplore
#3 (blank)

#4
WWW_OpenURL

URL:HyperText Transfer Protocol with Privacy should be the same.

Sometimes it is necessary to uncheck Use DDE.

If that doesn't fix it, go to Start | Run and type

regsvr32 urlmon.dll

Thanks for the reply Frank. Unfortunately, neither of those helped. A bit
more info in case it's relevant:

Under File Types I see a dozen or so things that read Extention "(NONE)" for
various things. This is the case for Internet Shortcut, The two URL types
you said I should change, and seems to be the case for ALL the URL types.

I could not edit the Open action. I had to delete the one that was there
and create a new one using parameters you specified.

Still broken.

Yes, I did. It appears that SOME of the apps that should be opening a
browser window do so. Some still do not. Nothing I do in Yahoo Messenger
that should open the browser does so. The machine is less than two months
old. It won't let me recovery from ANY of the restore points. I might just
perform a complete system restore back to the beginning.
