IE in TS, Cookies and permissions

I have (due to customer demands) setup a TS on the DC. I
have created a policy for that DC and excluded the
Administrator which locks down nearly everything for
general users. My policy does all that I need it to do
HOWEVER I'm having trouble with Cookies and Temp files.

I have moved cookies, temp files and profiles to another
HD for my users instead of the default c:\yada yada yada
and the profile works but it looks like I'm having some
type of permission issue on the temp files and cookies.
The directory I have told IE(and the registry) to use can
only be used if I disable my Group Policy for the term
users, if enabled the users cookies are never written to
the disk. Obviously they have permission to the folder but
I can't find anywhere in my policy something that would
block them only in IE to write to the same folder they can
access via My Docs with that same policy in effect.

Ideas?

I would download FileMon and RegMon from
http://www.sysinternals.com/. Run them as administrator, start
a TS session as a normal user and run IE.

FileMon and RegMon will show you all "access denied" errors
that occur, so that you can give your users the necessary
permissions on a file-to file or Registry subkey basis.
