IE Explorer Popup Errors On Everything

When I right click any where on my dekstop, garbage, open my control panel
and click a link, ect... I get an error message that pops up and says
"Windows Internet Explorer has Encountered an Error and must now close".. it
shuts everything down and refreshes my screen.
I can't do anything as far as maintaning my computer because of this because
I get shut out.

I've ran my virus scanner and cleaned all that out. What could be the problem?

*Note* I've previously installed SP2 which causes my system to crash.. I
can't install this update.

Do an 'Upgrade', or Repair setup.

Well, no one could answer that. Usually a repair does nothing but refresh all files, and some default settings. It preserves the
registry, user profiles, etc. My guess would be that the sp2 removal left something broken.
