IE Desktop Icon Missing

go to explorer/internet explorer/ right click/send
to/create shortcut on desktop
 
For those that are reading along and do not happen to have TweakUI installed,
this feature can be toggled on or off via Control Panel > Internet Options >
Advanced [tab]. Scroll down the Browsing list to "Show Internet Explorer on
desktop". Click on Apply & OK.

This can also be accessed within IE by clicking on Tools > Internet Option >
Advanced [tab].

That's not the same thing. The desktop icon should exhibit the Internet
Properties.
 
I see you already have a fix, but you may want to look at
this;
Start - Run - type in iexplore.exe - click OK
(the command line to launch IE)
In the IE menus.. Tools - Internet Options
Internet Options panel.. Advanced Tab
Scroll down to Browsing - Check mark "Show
Internet Explorer on the desktop" - click OK
Go to your desktop & see if the icon is there.
