IE changes default at shutdown and will not store password

Virtually every time I shut down IE6 it switches from "Always dial my
default connection" to never dial a connection". I have done a clean install
of Windows and downloaded all the updates none of which helped. In fact now
my connection will not allow me to save my password, the checkbox is grayed
out.

Any ideas on how to fix this?
