IE cannot download. IE was not able to open this Interent site.

This is the second time I have seen this problem. The
first was after MS03-040 was installed and now after MS40-
004 installed. To fix the first time I installed q816868.
Now when I try to install a box opens and states I need
IE6 SP1. Nothing has changed except adding MS04-004.
Another browser (mozilla) does not have this problem. Any
suggestions for a fix this time?
