After applying the MS04-040 update to Win2000 & WinXP SP1 PCs, all IE
shortcuts on the desktop stopped working. IE opens a blank page then
freezes. Starting IE and typing the URL in the address pane manually works
fine.

I know this behavior was caused by MS04-040. How do I fix it ?

Did you have one or more IE windows open when you installed MS04-040?

Was your anti-virus application running in the background during the
install?

Try re-registering all DLLs listed in
http://support.microsoft.com/?kbid=281679

To assure a clean install, your anti-virus application should be disabled
and all other running processes closed before installing anything, including
Windows Updates.
