IE Cannot display the Webpage message....... Help!!!

I am running Windows XP Professional SP2 with all available updates. I am
not able to connect to the web and recieve the message "Internet Explorer
Cannot Display the Webpage". I have disabled the Firewall and have disabled
the Antivirus Program. I have ran Ad-Aware 2007 and have ran WinsockXPFix,
ISPFIX, LSPFix, RegCure and they have corrected found problems with out
correcting the connection problem. I can see my Local Network but not the
WAN through IE. I have even tried reinstalling IE7 and Windows XP Pro (over
itself) and yet I still can not see the web. I have tried removing and
recreating the Internet Connection and Networks. I have the problem even if
I am connected through Wireless, Wired or Broadband Cellular connections.

The only updates that I have not installed is the .NET Framework 2.0 Update
and the 3.0 Update.

I have searched the forum for assistance and have tried everything that has
been suggested in previous forums without success. I am just about ready to
REFORMAT and RE-Install the OS to see if that works. I am able to get online
with other computers (both Wired and Wireless) over the same network but not
on my DELL Inspiron 5100 Laptop that is having the issues.

Any information that you can provide to aid in the repair of the problem is
greatly appreciated.

Thanks, Ray

call your Internet Service Provider and ask for technical support with
connections. It could be an issue with your internet service provider or
your modem, etc.
Best regards,
