IE became slow to launch

IE recently became very slow to launch(>20sec) when any html file saved
in a hard disk is clicked to open. I do not remember what I did which
might have caused this problem. Another IE problem which may be related
to the above is that I can not created a folder on the desktop whose
process is initiated from IE(File-->Save As-->Create New Folder icon) .
Any suggestion would be appreciated.

What does a scan with a current antivirus program (meaning a version not
earlier than 2002 and using updated virus definitions) show? Also,
remove spyware with Spybot Search & Destroy from www.security.kolla.de
and Ad-aware from www.lavasoftusa.com. Be sure to update these programs
before running them. It is best to run antivirus and spyware removal
tools in Safe Mode.

Thanks for your response. The slow launch problem has been resolved by
carrying out what you suggested. But another problem mentioned in my
original post still remains. I will initiate a new thread(Unable to create
folder on Desktop) to seek help. If you have suggestion, I would appreciate
your response to it.
