I can create folders by clicking desktop area, selecting New and then
Folder. But if I start folder creation process from IE I can not create
folder on desktop. The steps from IE are File --> Save AS --> Create
New Folder icon. Even I click Create New Folder icon nothing happens.
Please note that there is no problem creating folders anywhere but
Desktop. Please help.

1 - You don't create folders using Internet Explorer. You do that using
windows explorer.
2 - There is no save as command involved in creating folders.
3 - Open windows explorer, goto: file, new, folder.

You don't HAVE to but you CAN if you want to: you can create a new folder
from within any app that has a Save As dialog.

If you bothered to read his post you would see that he is trying to save a
graphic or page from within IE and then using the New folder option in the
Save As dialog.

It might be that emptying the Temporary internet files folder would solve
the problem

I read his post and no where in it does it say anything about trying to save
graphics or even that he's trying to create new folders while saving a file.
He just says he used file, save as, to try to create folders. He didn't say
he was saving a file and trying to create a new folder to save the file in,
while in the save as box. You read it that way, and your probably right, but
it was not clear what the op was trying to do. Good questions get good
answers. The op needs to learn to post better questions. But at least you
read into his cryptic message and understood it correctly, whether or not
your fix works, that I don't know. I don't see how temp int files folder
being full would not let him create folders on the desktop. Usually a full
temp int folder does not let you save graphics, not does not let you create
folders.

He didn't say
he was saving a file and trying to create a new folder to save the file in

He did say the steps were File->Save As->Create new folder.

It's a fair bet that if you are in IE and click File->Save As that you are
trying to save a web page or graphic, but let's not fight about it :-)

I made the suggestion about emptying the temp folder purely as a guess. It
seems totally illogical that a full folder would prevent you creating a
folder on the desktop, but then, unless you know, it's seems equally
illogical that it would prevent you saving a graphic in the correct format.
So I figured, why not give it a try?

Hey worth a try. I guess because I answer questions all day long (in here
and on the phone) from people that don't know what they're talking about, so
I assumed the op didn't have a clue as to what they were trying to do and
what they were saying, since they didn't explain it well enough. Oh well,
whatever, they'll probably never make it back here to read the answers
anyway.

I emptied the Temporary internet files but it has no effect on the problem.
You understood correctly what I am trying to do: When I come across an
interesting web page I want to create a folder on Desktop and then save the
web page in it. Note that this problem does not exist with Netscape browser.
