New Shortcut wizard

when I right click on my desktop or any folder and select new shortcut, a
generic icon is created, but the new shortcut wizard does not appear. So, I
am unable to create a new shortcut on my desktop or any folder except by
sending to desktop(creat a shortcut). This started happening short;y after
doing a clean install of xp-sp2. How do I get the new shortcut wizard
reinstalled/reactivated?
