IE 6.0 Popup blocker not turning on...

When I click on "turn on popup blocker", it doesn't actually turn on. I can
immediately go back to popup blocker under "tools", and it still says, "turn
on popup blocker".

It just doesn't seem to turn on.

Sounds like you are infested with malware.
