IDE channels are dual device. Are you certain that you have the
jumper settings correct on the devices, with one as master and the
other as slave? Some hard drives in particular use a different jumper
setting for "stand alone master drive" and for "master drive with
slave present".
If you are using 80 wire drive cables then you may be better off by
having all of the drive jumpers in the "cable select" position.

The jumper settings are set correctly on each device. Also, all devices are
noted in CMOS setup, but once I am in windows I can only find one device per
channel.
