ICS Host problem

I have a small ICS network. IP addresses are fixed.
Everything works except IE and Outlook on the ICS HOST.

I can ping DNS servers. I can ping other web servers by
name or ID. IE simply returns "Cannot find Page"
(Cannot find server or DNS server error). Outlook
reports sending/receiving interrupted (0x800CCC0F).

It really does look like some minor config error but I
cannot find it.

Do you have a firewall on your ICS host? Do you have the LAN subnet in your
trusted zone? You may need to reduce the security setting for the Internet
Zone to Medium for your ICS Clients to get out.

Try repairing your Winsock service stack. The easiest way is to use the
freeware utility WinsockFix:
