Icons on desktop & windows explorer blank window

Hello,
The icons for the office components, paintshop pro & MS works have lost
their identity so they are a blank window with a blue bar at the top on the
desktop and in windows explorer / My computer appear all the same with the
same sort of window with 2 squares in them. All the programs themselves
work OK.
I did a google search and found a suggestion of going in to control panel >
display > advanced > Item = Icon I then changed the size saved it and then
changed the size back, all this did was move all the icons on the desktop,
but their appearance was unchanged.
Does anyone have any other suggestions?

Try this, with a window open click on the tools tab, click on folder options,
in new window click View tab, look at the advance settings, check show hidden
folders, click OK to close folder options window & to apply setting. Now go
C\Document and Settings\Owner\Local Settings, open Local Settings folder,
open Applacation Data folder, delete the Icon Cache.db (Data Base File) might
need to do it more than once.
