Desktop and explorer icons incorrect and won't refresh

At some point this afternoon, my desktop icons all reverted to a generic icon
(white sheet with folded upper-right corner, generic application icon
centered inside).

In addition, all the folder symbols in Explorer are shown with the same
default icon.

I changed the icons for the non-Microsoft apps using property, change icon.

I changed the Internet Explorer icon by adding a DefaultIcon setting in
regedit.

How can I restore all the other icons (desktop recycle bin, etc.) and those
used in Explorer?

Download the PowerToy called TweakUI from the link above. After you have
installed it, run it and you should see a "Repair" option at the bottom of
the list on the left hand side of the main window. Click on repair, select
"rebuild icons" from the drop down list, and then click the "repair" button.
See if that works....
